The National Guard answers to the governor in each of its states but effectively polices itself. The bureaucracy is so impenetrable, The Capital Times and Milwaukee Journal Sentinel, part of the USA TODAY Network, investigation found, that commanders can use it as a weapon against victims and whistleblowers.
